Is IPTV Subscriptions Legal in Egypt After the 2026 Framework Overhaul?

It is strictly regulated.

Egyptian law permits IPTV subscriptions only under strict licensing from the National Telecommunications Regulatory Authority (NTRA) and compliance with the Telecommunications Law No. 10 of 2003. Unlicensed IPTV services face penalties under Articles 76 and 77 of the law, including fines up to EGP 5 million and imprisonment. The NTRA’s 2024–2026 regulatory framework further tightens oversight, requiring providers to secure explicit approval for content distribution and encryption standards.

Key Regulations for IPTV Subscriptions in Egypt

  • Licensing Mandate: All IPTV operators must obtain a Class A or B license from the NTRA, as outlined in the Telecommunications Law. Unlicensed services are deemed illegal under Article 76, with enforcement actions including service blocking and criminal charges.
  • Content Compliance: IPTV providers must adhere to the Supreme Council for Media Regulation (SCMR) guidelines, ensuring licensed content distribution and adherence to Egypt’s censorship laws. Non-compliance risks fines up to EGP 1 million under the Media Regulation Law No. 180 of 2018.
  • Technical Standards: The NTRA enforces encryption and anti-piracy measures, mandating compliance with Egypt’s cybersecurity protocols. Providers failing to implement these standards face immediate suspension under the Cybercrime Law No. 175 of 2018.
